As part of Mayor Fouts’ ongoing commitment to substantially reduce the chances for basement flooding in the City of Warren, a large sanitary relief sewer project has been authorized and is about to start construction along 9 Mile Road, between Van Dyke Avenue and the City of Eastpointe.
The project consists of installation of a new 4-foot diameter sanitary relief sewer between Van Dyke and Stewart Street and installation of a new 4-foot diameter sanitary sewer force main between Lauren and Stewart streets. The relief sewer will be installed using tunneling techniques and the sanitary force main will be installed via open cut installation methods.
The project is scheduled to begin on or around April 29th, 2019 and is expected to be completed by April 15, 2021. Ric-Man Construction, Inc. has been awarded the contract for this work. The project is funded through existing water and sewer rates.
The project will be constructed in multiple stages to allow the maintenance of traffic throughout construction as well as to provide the contractor and traveling public safe working and driving conditions. Appropriate temporary traffic control and signage will be placed to provide guidance through the construction zone. Two-way traffic will be maintained along 9 Mile Road between the City of Eastpointe and Hoover Road. However, only one-way westbound traffic will be able to be maintained between Hoover and Van Dyke. No eastbound traffic will be allowed between Hoover and Van Dyke once construction progresses to that part of the project.
STAGE I work will include installation of tunneling shafts and the new 4’ diameter relief sewer along 9 Mile Road, between Stewart Street and Groesbeck Highway, and installation of a 4’ diameter force main from Stewart Street to just west of Lauren Street. Stage I is scheduled to begin on or around April 29th, 2019, and is expected to be completed by June 1, 2020. Traffic will be shifted to the outside lanes of 9 Mile Road, with the middle three lanes being closed to traffic. Left-hand turns will not be permitted during Stage I work. Long-term or intermittent closures of the side streets intersecting with 9 Mile Road and driveway access to some properties that will be affected by Stage I work are also anticipated. Property and/or business owners that may be affected by intermittent driveway closures will be given advance notice of

STAGE II work is anticipated to begin in the early 2020 and will include installation of tunneling shafts and new 4’ diameter sanitary relief sewer along 9 Mile Road, between Groesbeck Highway and Hoover Road. Traffic will be shifted to the outside lanes of 9 Mile Road, with the middle three lanes being closed to traffic. Left-hand turns will not be permitted during Stage II work. Intermittent closures of the side streets intersecting with 9 Mile Road are anticipated, and driveway access to some properties may be affected. Homeowners and/or business owners affected by the intermittent driveway closures will be given advance notice of any expected closures.
STAGE III work is anticipated to begin in the mid-part of 2020 and will include installation of tunneling shafts and the new 4’ diameter sanitary relief sewer along 9 Mile Road between
Hoover Road and Van Dyke. 9 Mile Road will be completely closed to all eastbound traffic between Hoover and Van Dyke and only one lane in the westbound direction will be open to traffic during this stage of the work. A detour for the traveling public will be posted to reduce traffic through the construction area. Long-term and intermittent closures of side streets intersecting with 9 Mile Road are anticipated and driveway access to some properties may be affected. Homeowners and/or business owners affected by the intermittent driveway closures will be given advance notice of any expected closures. Generally, construction work hours will be between normal business hours Monday thru Friday with Saturday work being performed as needed. Please continue to place garbage, compost and recycling containers curbside as normal. We recommend that you place your address on any garbage and recycling containers as well. Mail service is not expected to be affected by the work. If there are needed changes to normal garbage pickup or mail service delivery you will be notified in advance.

Mayor James R. Fouts and his Public Service staff would like to thank you in advance for your patience and cooperation during this important public infrastructure improvement project. Stewart Street Residents North of 9 Mile Road – Please take note that Stewart will be closed at 9 Mile Road later this week for an extended time period. The street closure is necessary to accommodate sewer construction on Nine Mile Road, and planned pump station reconstruction at the Nine Mile Pump station located at the northeast corner of Stewart and Nine Mile. The pump station work is expected to start in the spring of 2020 after the sanitary sewer improvements are completed in the area, and to run through the end of 2020. Signs and barricades will be posted.
Eastwood Street Residents South of 9 Mile Road – Please take note that Eastwood will be restricted at 9 Mile Road later this week to right turns only. This restriction is expected to remain in effect for the same extended time period and for the same reasons as the Stewart closure. Signs and barricades will be posted.
